CAPABLE is grant funded in Iowa through the Administration on Community Living.
It is currently available through a select number of counties with Connections AAA and Happy at Home Consulting presently provides the CAPABLE program in Polk and Dallas Counties. Home Hazards Removal Program (HARP) is available to patients across Iowa, subject to availability of funding and insurance coverage. Please use the Home Modifications Referral Form to refer patients to HARP.

Reverse Mortgages (HECM)
Reverse mortgages are increasing in popularity with seniors who have equity in their homes and want to supplement their income. The only reverse mortgage insured by the U.S. Federal Government is called a Home Equity Conversion Mortgage (HECM), and is only available through an FHA-approved lender. Habitat for Humanity Greater Des Moines Rock the Block® provides a path for homeowners, organizations, volunteers, and GDM Habitat to come together to assist low-income residents with needed repair, maintenance, weatherization, safety, accessibility, and beautification of homes. Serving families in Polk County, Dallas County, and Jasper County.
- Need: Families must earn between 0-60% of the area median income and own their home.
- Ability to pay: After a complete home assessment our staff will determine what, if any, repayment is needed for our services.
- Willingness to partner: Rock the Block ® partner families are required to complete a minimum of eight (8) hours of sweat equity.

Rebuilding Together has two branches in Iowa, Greater Des Moines and Muscatine.
Rebuilding Together is a nonprofit organization dedicated to repairing homes of those who, due to financial hardship, age, and/or disability, cannot do the work themselves.

- One Person – $38,346
- Two Persons – $43,824
- Three Persons – $49,302
- Four Persons – $54,780
- Five Persons – $59,162
- Six Persons – $63,545
- Seven Persons – $67,927
- Eight Persons – $72,310
(Maximum household annual income guidelines based on HUD median income.)
- Applicants must own and live in their own home and have neither the resources nor the ability to do the work themselves.
- Applicants must meet income eligibility guidelines and provide documentation of total household income (all persons living in the home).
- The home can not be valued over $147,000.
- The home can not be a rental or contractual purchase home.
- The homeowner must be current on property taxes or property tax installment payment plan.
